  Sort of a union; more a lobbying group like the NEA. Cheap to belong to, though.
• Army Corps of Engineers installed known-faulty pumps in NOLA.
  This was after Katrina, not before. They were rushing to install new pumps before the 2006 hurricane season, and installed pumps they knew would fail in a storm, on the premise that they’d fix them later (which they’re doing now), and that bad pumps are better than none. Fortunately, they didn’t have to be used last year.
